Introduction to Info Source
Info Source describes the programs and activities, and the information holdings related to programs and activities, of government institutions subject to the Access to Information Act to facilitate the right of access. It also provides individuals, including current and former employees of the Government of Canada, with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.
An index of institutions that are subject to the Access to Information Act and the Privacy Act is available centrally.
The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.
Background
The Department of Housing, Infrastructure and Communities (commonly referred to as Housing, Infrastructure and Communities Canada (HICC)) was initially established in 2002 as Infrastructure Canada to ensure Canadians benefit from world-class public infrastructure from coast to coast to coast. On June 20, 2024, with the passing of Bill C-59, Infrastructure Canada (INFC) became the Department of Housing, Infrastructure and Communities enacting its enabling legislation, the Department of Housing, Infrastructure and Communities Act. The Act establishes a Minister of Infrastructure and Communities and a Minister of Housing, both supported by the Department and a single deputy minister.
This legislation sets out the powers, duties, and functions of both Ministers and provides a framework for the activities to be undertaken by the department, notably managing government programs, distributing funding, convening partners, conducting research, collecting and publishing data, and establishing and remunerating advisory committees or councils. The enabling instruments are listed in the Housing, Infrastructure and Communities Canada’s 2025-26 Departmental Plan in the departmental profile.
If no Minister of Housing is appointed, the Minister of Infrastructure and Communities is authorized to exercise the powers and perform the duties and functions of the Minister of Housing under the departmental legislation. The Department currently reports to Parliament through the Minister of Housing and Infrastructure.

Lead housing policy and program development, in collaboration with other stakeholders, to increase positive housing outcomes (e.g., to improve housing supply and affordability across Canada).

Policy Development for Federal Housing Programs

Reaching Home: Canada’s Homelessness Strategy

Core responsibility 2: Public transit, sustainable infrastructure and community building
Housing, Infrastructure and Communities Canada helps build resilient, sustainable and complete communities. The Department invests in safe, modern, and efficient public transit and active transportation, climate-resilient and net-zero infrastructure, and the construction and rehabilitation of other core public infrastructure.

Green Infrastructure Fund

Community building
Set policies, implement programs, and ensure funding stewardship to build more accessible, sustainable and complete communities.
Canada Community-Building Fund
Note: This program is ongoing.
Description: Records relate to the design and implementation of the Canada Community-Building Fund (formerly known as the Federal Gas Tax Fund) and its transfers of funding for use by municipalities to support municipal infrastructure. As this fund is not application-based, details of individual projects are not submitted to the Department before projects are undertaken. Records include those related to the transfer of funding to provinces, territories or other co-signatories to agreements. Records also include information about management committee meetings, annual expenditures, the location, investment category, amount and identity of all sources of funding, nature and expected outcomes of investment, and reporting on outcomes of funding by province or territory.

P3 Canada Fund
Note: PPP Canada Inc. (Crown corporation) was responsible for overseeing the P3 Canada Fund (P3), which included ensuring compliance against the P3 Terms and Conditions (Ts and Cs). PPP Canada dissolved in 2018, and the P3 Financial Agreements (FAs) were transferred to HICC, which was mandated to ensure that all financial commitments and contractual obligations under the FAs were honored. The Ts and Cs requirements expired upon the program transfer from PPP Canada Inc. to HICC, leaving only the requirements set out in the projects’ FAs. Although the program was not subject to the Treasury Board Policy on Transfer Payments, HICC is required to provide due diligence on the FAs, payments and project monitoring and evaluation. Research papers were transferred to Library and Archives Canada.

Classes of personal information
Classes of personal information describe personal information which is not used for administrative purposes (a decision-making process that directly affects the individual to whom the personal information pertains) nor is it intended to be retrievable by personal identifiers. To access this type of information, specifics must be provided concerning the subject matter, related program activity or project, date on which the information was received by the Department, and official to whom it was addressed.
Grant and contribution programs
This class includes personal information used in support of HICC grant and contribution programs collected from organizations, municipalities, provinces, territories, Indigenous groups, the private sector and advisory groups. Personal information under this class is not used for administrative purposes (a decision-making process that directly affects the individual to whom the personal information pertains). This personal information may be shared within HICC and with other federal institutions and provincial and municipal governments in order to administer and audit the programs. Program information, including personal information under this class, is usually organized and retrievable by project name. The length of time that this personal information must be retained by HICC and the manner in which it can be disposed of is the same as other records related to the program and is set out in HICC’s retention and disposition schedules.
