Driving long-term affordable housing solutions

Canada’s housing crisis is too big to solve with a business-as-usual approach. That’s why the federal government is taking a bold new approach with unprecedented investments, to increase housing supply in Canada.

Build Canada Homes is a new federal agency that will build affordable housing at scale. It will leverage public lands, offer flexible financial incentives, attract private capital, facilitate large portfolio projects, and support modern manufacturers to build the homes that Canadians need.

Request for Qualifications

Requests for Qualifications (RFQ) have been posted to engage builders for the development of new housing on four sites: Ottawa, Winnipeg, Edmonton (Multi-family | Row housing), Toronto.

Build Canada Homes will work differently. By combining flexible financial tools, land access, and development expertise under one roof, we will make it simpler and faster to get big projects off the ground. By prioritizing modern methods of construction such as factory-build housing, we will spark a more productive homebuilding industry.

Today, The Honourable David J. McGuinty, Minister of National Defence, announced that Build Canada Homes is accepting Requests for Qualifications (RFQ) for the redevelopment of the 1495 Heron Road property, a prime site prioritized for a Direct Build approach using modern construction methods to accelerate affordable housing delivery in Ottawa.

Build Canada Homes Accelerates Affordable Housing in Winnipeg – November 12, 2025
Today, Doug Eyolfson, the Member of Parliament for Winnipeg West, and Ben Carr, the Member of Parliament for Winnipeg South Centre, announced that Build Canada Homes is accepting Requests for Qualifications (RFQ) for the partial redevelopment of the Naawi-Oodena property, a prime site prioritized for a Direct Build approach using modern construction methods to accelerate affordable housing delivery in Winnipeg.

Build Canada Homes early investments and initiatives – October 17, 2025
Build Canada Homes was launched in September 2025 with an initial $13 billion capitalization to accelerate housing development across the country.
