Service Standards for Housing, Infrastructure and Communities Canada's Funding Programs
A Service Inventory is a catalogue of services that provides detailed information about a department’s services based on a specific set of elements. For each service identified, service standards must be established as a public commitment to a measurable level of performance that clients can expect under normal circumstancesFootnote 1 when requesting a service. Housing, Infrastructure and Communities Canada (HICC) aims to meet its service standards 80 percent of the time.
In 2023-24, HICC changed the format of our Service Inventory to more accurately reflect HICC’s services and ensure our service standards are more transparent to Canadians. The updated Service Inventory displays HICC’s services by transfer payment program, amounting to 15 services and 32 service standards. We continue to work with our provincial and territorial partners to meet the service standards developed for all of our programs and improve the services we offer to our clients.
HICC is committed to adhering to the service standards under the following services.

Service Standard: Annual Report Notification
- Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of the Annual Report.
Service Standard: Funding Letter
- Within a given fiscal year, issue the annual funding letter by the later of i) April 30th or ii) within 20 business days of a CCBF signatory coming into compliance with the terms of their administrative agreement.
Service Standard: First Payment
- Issue the first semi-annual payment by the later of July 15, or within 20 business days after issuance of a funding letter by the Minister.
Service Standard: Second Payment
- Issue the second semi-annual payment within 20 business days after Housing, Infrastructure and Communities Canada’s (HICC) acceptance of the Annual Report.
Service: Clean Water and Wastewater Fund (CWWF)
Service Standard: Progress Report Notification
- Notify recipient of completeness or gaps/deficiencies (e.g., missing or unclear information) within 30 business days of receipt of progress report.
Service Standard: Payment
- Issue payment for projects within 20 business days of the date the requirements, as outlined in the funding agreement, have been fulfilled.
Service: Disaster Mitigation and Adaptation Fund (DMAF)

- Issue payment for a submitted claim within 30 business days of the date the requirements, as outlined in the funding agreement, have been fulfilled.
Service Standard: End of Year Payment
- Issue payment for a submitted year-end claim within 45 business days of the date the claim requirements, as outlined in the funding agreement, have been fulfilled.
Service: Investing in Canada Infrastructure Program (ICIP)
Service Standard: Approval (COVID-19 resilience stream)
- Notify recipient of a funding decision within 20 business days of receipt of a complete application for projects within the Ministers’ Authority (no Treasury Board Submission required).
Service Standard: Approval (Original streams)
- Notify recipient of a funding decision within 60 business days of receipt of a complete application for projects within the Ministers’ Authority (no Treasury Board Submission required).
Service Standard: Progress Report Approval
- Approve Progress Reports within 45 business days of the date the final attested Progress Report is received from the recipient.
Service Standard: Payment
- Issue payment for projects within 20 business days of the date the requirements, as outlined in the funding agreement, have been fulfilled.
Service: Active Transportation Fund (ATF)

Service: Reaching Home (RH)
Service Standard: Notification of Funding Decisions
- For Reaching Home (excluding Shared Delivery), HICC will communicate the funding decision for proposals within 110 business days from the date it was received or the end date of the intake process, depending on the intake method.
- For Reaching Home Shared Delivery, HICC will communicate the funding decision for proposals within 140 business days from the date it was received or the end date of the intake process, depending on the intake method.
Service Standard: Issuance of Payments
- Contributions-issued within 20 business days of receiving a completed claim package. Grants-issued within 20 business days after the approved project’s start date.
Service: Veterans Homelessness (VH)
Service Standard: Notification of Funding Decisions
- HICC will communicate the funding decision for proposals within 140 business days from the date it was received or the end date of the intake process, depending on the intake method.
Service Standard: Issuance of Payments
