Service Standards for Housing, Infrastructure and Communities Canada's Funding Programs

The Government of Canada is modernizing the way it administers its Grants and Contributions. Part of this modernization includes posting and adhering to service standards. These service standards publicly state the level of performance that clients can reasonably expect to receive under normal circumstances.Footnote 1

Housing, Infrastructure and Communities Canada aims to meet its service standards 80 percent of the time.

In 2016-17, we changed our service standards to make them more meaningful and recipient-focused. Service standards push the department to strive for increased service excellence. We continue to work with our provincial and territorial partners to meet the service standards developed for all of our programs and improve the services we offer to our clients.

Housing, Infrastructure and Communities Canada is committed to adhering to the following service standards.

Service Standard: Annual Report Notification

Program: Gas Tax Fund

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of the Annual Report.

Service Standard: Approval-In-Principle

Program: Provincial-Territorial Infrastructure Component-National and Regional Projects (PTIC–NRP)

  • Sign approval-in-principle letter within 15 business days of the date the project review committee confirms that the project is eligible for Ministerial approval.

Program: National Infrastructure Component (NIC)

  • Sign approval-in-principle letter within 15 business days of the date the project review committee confirms that the project is eligible for Ministerial approval.

Service Standard: Business Case Notification

Program: Provincial-Territorial Infrastructure Component–National and Regional Projects (PTIC-NRP)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of business case.

Program: National Infrastructure Component (NIC)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of business case.

Service Standard: Contribution Agreement Negotiation

Program: Provincial-Territorial Infrastructure Component-National and Regional Projects (PTIC–NRP)

  • Send an initial draft contribution agreement to the recipient within 30 business days of the date of the Minister's approval-in-principle letter.

Program: National Infrastructure Component (NIC)

  • Send an initial draft contribution agreement to the recipient within 30 business days of the date of the Minister's approval-in-principle letter.

Service Standard: Funding Letter

Program: Gas Tax Fund

  • Issue the annual funding letter to compliant GTF signatories on or after April 1 of every year.  If after April 1, issue the funding letter within 20 business days of a GTF signatory coming into compliance with the terms of their administrative agreement.

Service Standard: Payment

Program: Investing in Canada Infrastructure Program (ICIP)

  • Issue payment for projects within 20 business days of receiving a complete claim, with all required claim information, fulfilled.

Program: Gas Tax Fund

  • Issue the first semi-annual payment by the later of July 15, or within 20 business days after issuance of a funding letter by the Minister.
  • Issue the second semi-annual payment within 20 business days after Housing, Infrastructure and Communities Canada's acceptance of the Annual Report.

Program: Provincial-Territorial Infrastructure Component-National and Regional Projects (PTIC–NRP)

  • Issue payment for projects within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: Provincial-Territorial Infrastructure Component-Small Communities Fund (PTIC-SCF)

  • Issue payment for projects within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: National Infrastructure Component (NIC)

  • Issue payment for projects within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: Inuvik to Tuktoyaktuk Highway Program (Tuk)

  • Issue payment for projects within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: Public Transit Infrastructure Fund (PTIF)

  • Issue payment for projects within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: Clean Water and Wastewater Fund (CWWF)

  • Issue payment for projects within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: Asset Management Fund (AMF)

  • Issue payment within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Program: Capacity Building for Climate Change Challenges Fund (CB3CF)

  • Issue payment within 20 business days of the date the requirements as outlined in the funding agreement have been fulfilled.

Service Standard: Progress Report Notification

Program: Investing in Canada Infrastructure Program (ICIP)

  • Notify recipient of approval within 45 business days of the date the final attested Progress Report is received from the recipient.

Program: Provincial-Territorial Infrastructure Component-Small Communities Fund (PTIC-SCF)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of progress report.

Program: Inuvik to Tuktoyaktuk Highway Program (Tuk)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of the following progress reports:
    • Annual progress reports; and
    • Significant environmental and/or aboriginal consultation reports.

Program: Public Transit Infrastructure Fund (PTIF)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of progress report.

Program: Clean Water and Wastewater Fund (CWWF)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of progress report.

Program: Asset Management Fund (AMF)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 30 business days of receipt of progress report.

  • Approve project list within 25 business days of the date the final attested list is received.

Program: Public Transit Infrastructure Fund (PTIF)

  • Approve project list within 25 business days of the date the final attested list is received.

Program: Clean Water and Wastewater Fund (CWWF)

  • Approve project list within 25 business days of the date the final attested list is received.

Service Standard: Provincial/Territorial 3-Year Infrastructure Plans

Program: Investing in Canada Infrastructure Program (ICIP)

  • Notify recipient of completeness or gaps/deficiencies (e.g. missing or unclear information) within 45 business days of receipt of the completed Provincial/Territorial 3-Year Infrastructure Plan.

Program: Investing in Canada Infrastructure Program (ICIP)

  • Notify recipient of a funding decision within 60 business days of receipt of a complete application for projects within the Ministers' Authority (no Treasury Board Submission required).
