Indigenous Engagement and Consultation Log
About the log
Proponents can use the template log below throughout the project lifecycle to track engagement and consultation activities, concerns raised by Indigenous communities, outcomes, and related expenses. A different template can be used, if preferred. Copies of the log can be submitted to Housing, Infrastructure and Communities Canada (HICC).
Guidance for completing the log
Indigenous Community Engaged/Consulted: Include the name of the Indigenous community and contact details. Use one row per Indigenous community engaged or consulted. If multiple communities were engaged through a representative Indigenous organization, they can all be grouped together in one row. However, be sure to provide the name of the representative organization and all communities it represents.
Engagement/Consultation Activities: Include details such as:
- Notification letter sent (date, recipient);
- Response received (date, sender);
- Nature of the response (e.g. acknowledgement of receipt, concerns about the project, meeting request, request to be kept informed, support for the project);
- Follow-ups if no response (date, medium (email, mail, phone));
- Meetings/calls held (date, medium (virtual, phone, in-person), participants).
Outcomes: Describe the concerns raised by the Indigenous community related to the project activities. Include details such as:
- Nature and seriousness of the concern;
- Rights and related interests that may be impacted (e.g. archaeology, hunting, fishing, harvesting, ceremonial access, cultural impact, socio-economic impact/interest, ecological impact/interest, monitoring interest);
- Measures suggested by the Indigenous community to address concerns and/or agreed upon;
- Changes/modifications to the project based on concerns (e.g. adjusting the construction schedule, changing the location of the project, adjusting any project activities);
- Status of the issue (e.g. resolved; unresolvable and rationale for why the concern was not addressed; ongoing with plans to address).
Future Engagement/Consultation: If no feedback has been received, describe your plan for following up. If initial feedback has been received, provide information about any planned meetings, calls, or other follow-ups.
Engagement/Consultation Expenses: Include expenses incurred, the amount, activity, and date. Describe any other relevant information about expenses already incurred and planned expenses. Note that subject to funding approval, engagement and consultation costs are eligible expenditures (see program details for the retroactivity date).
