How to complete your application
We recommend that you consult this Applicant Guide while completing the Concept Application Form. Please also consult the Community Capacity and Innovation (CCI) Call for Concepts page for information on the call objectives, eligibility, and assessment criteria.
Please provide your answers in the Concept Application Form. We will only consider requested documents as part of this application process in the assessment.
Note to organizations located and operating in Quebec
Please consult the Act respecting the Ministère du Conseil exécutif (RLRQ, chapter M-30). As per the Act, all Quebec public bodies must obtain a Ministerial Order from the Government of Quebec authorizing the conclusion of an agreement with the federal government or one of its departments.
As per the Act, a public agency designates a legal person or agency that, although not a government agency, a municipal body or a school body, has one of the following characteristics:
- a majority of its members come from the Quebec public sector, that is, are appointed by the Government, a minister, a government agency, a municipal body, a school body or another public agency
- its personnel is appointed in accordance with the Public Service Act (chapter F-3.1.1)
- more than half of its financing is derived from Quebec public funds, that is from the Consolidated Revenue Fund, a government agency, a municipal body, a school body or another public agency
If your proposed project is successful and your organization is subject to the Act, an authorization from the Government of Quebec will be required prior to the conclusion of an agreement.
Part 1 – Organization
Section 1A – Organization information
We use the information you provide in this section to identify your organization.
Question 1: Legal name
What is your organization’s legal name? The legal name is usually the name on your registration with the Canada Revenue Agency (CRA), and used on funding cheques.
Question 2: Operating (common) name (if different from legal name)
What is the operating (or common) name of your organization (if it differs from the legal name)?
Question 3: Business or registration number
What is your 15-digit CRA business number? For registered charities and not-for-profit organizations, what is your registration number? (For example, 123456789 RR 0001). You can find your CRA business number on tax-related documents or written communications from the CRA.

Choose one of the following:

Please indicate the address of your organization. Applicants must provide an address that is complete and in the correct format recognized by Canada Post.

Please provide a main contact so that we may communicate with your organization about this concept. This could be a project manager, a director, or someone else.

Part 2 – Proposed concept
Section 2A – Concept identification
Question 34: Concept title
Please provide a brief, descriptive concept title.
Questions 35 and 36: Planned project start and end dates
If we retain your concept application, we will invite you to submit a full project proposal.
Please indicate the planned start and end dates of your project. CCI funding is available for the following fiscal years:
- 2021 to 2022
- 2022 to 2023
- 2023 to 2024
Multi-year projects (projects that span over 2 to 3 years) will receive priority.
Please note that activities cannot begin before we approve your project and sign an agreement with your organization.
You should not assume any commitment from Employment and Social Development Canada until:
- funding has been approved, and
- a formal agreement has been signed by a representative of Employment and Social Development Canada
We will notify you in writing of the outcome of the review of your application.
Section 2B – Concept description
We use the information you provide in this section to assess whether your concept application meets the call objectives.
Question 37: Concept objectives
The objective of this Call for Concepts is to support projects that aim to test or develop innovative approaches to:
- build capacity within the homeless-serving sector, or
- eliminate or prevent homelessness in Canada
In 500 words or less, describe how your proposed concept meets at least one of the call objectives.
Question 38: Innovative approaches
In 250 words or less, describe how your proposed concept meets the following definition of innovative approaches:
For the purposes of this call, we define innovation as the trying of new things. Innovative approaches may include activities that are new at a national or regional level.
We use the information you provide here to assess the innovativeness of your concept.
Question 39: Activities and results
In 500 words or less, please describe:
- the types of activities that your organization would implement to develop an innovative project
- the expected results of the project
Activities should be:
- specific
- measurable
- realistic
- relevant to the project objectives
- demonstrate how the project outcome(s) will be achieved
Please consult Reaching Home eligibility requirements for information on eligible activities and expenses.
If we retain your concept application, we will invite you to complete an Application for Funding Form. At this stage, we will request detailed information on the project activities, expected results, budget details, amongst others.
Section 2C – Priority areas
We use the information you provide in this section to assess whether your concept application meets the call priorities.
Question 40: Priorities
Please describe how your proposed concept addresses at least one of the call priority areas.
Call priority areas:
- approaches for specific populations: testing or developing approaches that work for specific populations. Examples include, but are not limited to:
- Indigenous people
- youth
- seniors
- LGBTQ2
- women fleeing violence
- veterans
- Black and racialized Canadians
- people with disabilities
Note: Projects that address the needs of Indigenous communities, or communities in the Territories will receive a higher score in the evaluation criteria.
- strategic partnerships: developing strategic partnerships that contribute to one of the following:
- community collaboration
- encouraging increased capacity building within the sector
- building connections between sectors or different orders of government
- data collection: developing effective practices or innovative techniques to:
- measure the scope of homelessness, or
- address data gaps related to homelessness, including hidden homelessness
As part of your response, please indicate the following:
- which priority area(s) does your concept address?
- how does your concept address the priority area(s)?
Please provide detailed and specific responses. For example:
- if your concept addresses the approaches for specific populations priority area:
- please specify which population(s) will benefit, and how
- if your concept addresses the strategic partnerships priority area:
- please identify the other organizations, networks, or partners involved
- please describe the role(s) and expertise they will bring to the project
Note: You may wish to include letters of support from partner organizations as part of your concept application. While we will review letters of support, they are not required at the concept stage. Letters of support will be required at the full proposal stage.
Part 3 – Funding
If we retain your concept application, we will invite you to submit a full proposal by completing the Application for Funding Form. If your proposal application is successful, you will be eligible to receive:
- from $100,000 to a maximum of $600,000 over 3 years
You should not assume any commitment from Employment and Social Development Canada until:
- funding has been approved, and
- a formal agreement has been signed by a representative of Employment and Social Development Canada
We will notify you in writing of the outcome of the review of your concept application.
Please provide an estimate of the funding amount(s) required to implement your project in the table provided.
Section 3A – Anticipated sources of funding
Please include the name of the organization(s) that may contribute funds and/or in-kind contributions to this project.
Question 41: Source name
Employment and Social Development Canada is the first source name. Please indicate the funding amount that you would expect to receive from Employment and Social Development Canada, through this process.
Please indicate any other potential sources of funding (if applicable) in the rows below. This includes funding from your organization.
Question 42: Source type
Use the following list to identify the type of anticipated funding partner:
- crown corporation
- federal department or agency
- foreign governments
- not-for-profit

Question 43: Cash
Please include the amount of funding that will be provided.
Question 44: In-kind (Canadian dollar value)
In-kind contributions are non-monetary goods or services. They may be contributed to the project by your organization or other partners. In-kind contributions are contributions for which your organization will not be requesting re-imbursement.
In-kind support may include:
- donated equipment
- services or facilities necessary for the proposed project (that would otherwise have to be purchased)
In-kind contributions should contribute to the success of the project, and their monetary equivalent estimated at fair market value.
Part 4 – Attestation
This section must be completed by someone who has the authority:
- to submit project proposals for the applicant organization, and
- to enter into contracts and agreements on behalf of this organization
You must check the 3 boxes in part 4 of the form, to certify that the information in the concept application is:
- true
- accurate, and
- complete
You must provide:
- your name
- your title, and
- the date
We do not require your signature.
