The Build Communities Strong Fund (BCSF) Community stream provides up-front, predictable long-term funding to help address local infrastructure priorities. The agreements were renewed for a 10-year period, starting in 2024-25. Over the first five years, the Community stream will invest over $350 million in the province of Saskatchewan to support community growth.

Housing priorities
The Community stream will enable increased housing supply through the following shared housing action priorities, agreed to by Housing, Infrastructure and Communities Canada and the Government of Saskatchewan for 2025-26 to 2027-28:
- Develop a plan to identify housing gaps in municipalities with a demonstrated housing need and opportunities to work together to address them; and,
- Explore opportunities to leverage public lands to meet housing needs. This may include developing an inventory of vacant provincial lands and encouraging municipalities to examine municipal lands. The lands identified may include those available to meet existing housing needs and align with the federal government’s Public Lands for Homes Plan.
Canada-Saskatchewan Administrative Agreement
The renewal of this agreement ensures that essential infrastructure that supports housing will continue to be built, maintained, and expanded in Saskatchewan.
How the Community stream works in Saskatchewan
- Number of communities currently receiving funding: 767
- Funding breakdown:
- Each Municipality will be allocated, on a conditional basis, shares of any funding received from Canada, by dividing the Municipality’s 2021 Statistics Canada Census population by the total 2021 Census population for all Municipalities and multiplying the resulting quotient by each fiscal year amount. Communities who would receive less than $2,000 are given a base amount of $2,000.
