Community stream in Québec

The Build Communities Strong Fund (BCSF) Community stream provides up-front, predictable long-term funding to help address local infrastructure priorities. The agreements were renewed for a 10-year period, starting in 2024-25. Over the first five years, the Community stream will invest over $2.8 billion in the province of Québec to support community growth.

Housing priorities

Canada and Québec agree to the following:

  • Recognize the pressing housing crisis in Canada, including the deficit in housing supply, which requires concerted action by both levels of government to meet the housing needs of communities;
  • Recognize the intrinsic relationship between infrastructure investment and housing outcomes, and understand that robust infrastructure is fundamental to guaranteeing access to housing, quality of housing and the creation of new housing;
  • “Société d’habitation du Québec” continues to create Regional portraits of housing in Quebec, which are intended to present, based on statistical data, the housing needs in the various administrative regions of Quebec;
  • Recognize the importance of housing data in order to better serve Quebec’s population and meet its needs; and
  • Recognize that the funds made available to municipalities under the Community stream contribute to water, wastewater and public transit infrastructure projects, which are necessary to reduce the housing needs presented in the Regional portraits of housing in Quebec.

Canada-Québec Administrative Agreement

The renewal of this agreement ensures that essential infrastructure that supports housing will continue to be built, maintained, and expanded in Québec.

How the Community stream works in Québec

  • Number of communities currently receiving funding: 1,122
  • Number of transport companies and public transport organizations currently receiving funding: 27
  • Funding breakdown:
    • The Société de financement des infrastructures du Québec (SOFIL) administers federal BCSF Community stream funds from various programs such as the Programme de la taxe sur l’essence et de la contribution du Québec (TECQ) and the Programme de transfert pour les infrastructures d’eau et collectives du Québec (TECQ-MAMH).
    • 80% of program funding is allocated to municipalities on a per capita basis with a base amount, varying depending on municipality sizes, where at least 20% will be devoted to small communities;
    • At least 20% is allocated to public transit authorities based on ridership.
