Community stream in Ontario

The Build Communities Strong Fund (BCSF) Community stream provides up-front, predictable long-term funding to help address local infrastructure priorities. The agreements were renewed for a 10-year period, starting in 2024-25. Over the first five years, the Community stream will invest over $4.7 billion in the province of Ontario to support community growth.

Housing priorities

The Community stream will enable increased housing supply through the following shared housing action priorities, agreed to by Housing, Infrastructure and Communities Canada and the Government of Ontario for 2024-25 to 2026-27:

  • Build on Ontario’s leadership when it comes to setting ambitious targets, by reporting on affordable units created to meet the needs of communities and increase capacity of the non-profit sector;
  • Work across all orders of government to leverage public lands to meet housing needs. This should include a strategy to leverage more provincial and municipal lands to meet housing needs, and an approach that supports the federal government’s upcoming Public Lands for Homes Plan; and,
  • Support innovation in construction techniques by committing to a provincial innovation strategy for modular and prefabricated housing, including working with the federal government to develop and adopt a design catalogue.

Canada-Ontario Administrative Agreement

The renewal of this agreement ensures that essential infrastructure that supports housing will continue to be built, maintained, and expanded in Ontario.

How the Community stream works in Ontario

  • Number of communities currently receiving funding: 444
  • Number of local roads boards currently receiving funding: 208
  • Funding breakdown:
    • The allocation is made to the recipients (Government of Ontario, Association of Municipalities of Ontario (AMO) and City of Toronto), and further allocated to the Ultimate Recipients on a per-capita basis:
      • The Government of Ontario calculates funding for Unincorporate Areas using a formula based on kilometres of public roads that are managed by each Local Roads Board.
      • AMO redistributes funds to municipalities. In cases where there are two levels of Local Governments, the funding is split evenly between the upper-level and lower-level municipalities.
      • City of Toronto transfers its funds to the Toronto Transit Commission (TTC). The Community stream investments provide Toronto a stable and flexible funding that is directed to the TTC for current and future public transit infrastructure needs, which contributes to safe and reliable service.
