Community stream in Newfoundland and Labrador

The Build Communities Strong Fund (BCSF) Community stream provides up-front, predictable long-term funding to help address local infrastructure priorities. The agreements were renewed for a 10-year period, starting in 2024-25. Over the first five years, the Community stream will invest over $168 million in the province of Newfoundland and Labrador to support community growth.

Housing priorities

The Community stream will enable increased housing supply through the following shared housing action priorities, agreed to by Housing, Infrastructure and Communities Canada and the Government of Newfoundland and Labrador for 2024-25 to 2026-27:

  • Work with the City of St. John’s to identify opportunities for the province to support the City’s efforts to deliver on the City’s Action Plan developed for the Housing Accelerator Fund;
  • Work across all orders of government to leverage public lands to meet housing needs. This should include a strategy to leverage more provincial and municipal lands to meet housing needs, and an approach that supports and aligns with the federal government’s upcoming Public Lands for Homes Plan; and,
  • Support innovation in construction techniques by working with Atlantic provinces and the Government of Canada on an innovation strategy for modular and prefabricated housing, including working with the federal government to develop and adopt a design catalogue.

Canada-Alberta Administrative Agreement

The renewal of this agreement ensures that essential infrastructure that supports housing will continue to be built, maintained, and expanded in Newfoundland and Labrador.

How the Community stream works in Newfoundland and Labrador

  • Number of communities currently receiving funding: 275
  • Funding breakdown:
    • 73.83% is delivered as Municipal allocations:
      • 12% of the funding is delivered equally to all communities via a base amount;
      • The remaining 88% of funding will be delivered to Local Governments excluding (Regional Service Boards and Local Service Districts) on a per capita basis.
    • 24.66% will go to the Targeted Infrastructure Fund for Local Governments on an application basis.
