Community stream in New Brunswick

The Build Communities Strong Fund (BCSF) Community stream provides up-front, predictable long-term funding to help address local infrastructure priorities. The agreements were renewed for a 10-year period, starting in 2024-25. Over the first five years, the Community stream will invest over $254 million in the province of New Brunswick to support community growth.

Housing priorities

The Community stream will enable increased housing supply through the following shared housing action priorities, agreed to by Housing, Infrastructure and Communities Canada and the Government of New Brunswick for 2024-25 to 2026-27:

  • Work across all orders of government to leverage public lands to meet housing needs. This should include a strategy to leverage more provincial and municipal lands to meet housing needs, and an approach that supports and aligns with the federal government’s upcoming Public Lands for Homes Plan;
  • Establish a working group to identify and begin to mitigate development barriers. This should be comprised of relevant provincial departments, local and regional planners, and industry representatives. The group should identify the barriers impeding housing development and propose a strategy to mitigate their effects;
  • Provide preconstruction funding to local governments, First Nations, regional service commissions and non-profit organizations towards predevelopment costs associated with feasibility studies, business plan development, and engineering work to expedite affordable housing development in New Brunswick; and,
  • Develop a residential construction and manufacturing plan to increase the number of registered apprentices in related trades.

Canada-New Brunswick Administrative Agreement

The renewal of this agreement ensures that essential infrastructure that supports housing will continue to be built, maintained, and expanded in New Brunswick.

How the Community stream works in New Brunswick

  • Number of communities currently receiving funding: 77
  • Funding breakdown:
    • Incorporated Areas receive approximately 96% of funding, distributed to communities on a per capita basis:
      • Pre-reform Local Government boundaries, totalling 80%;
      • Pre-reform Unincorporated Areas that have been amalgamated with Local Governments as of January 1, 2023, totaling 16%.
    • Unincorporated Areas receive approximately 4% of funding, administered by New Brunswick by basis of regional need and priority.
