The Build Communities Strong Fund (BCSF) Community stream provides up-front, predictable long-term funding to help address local infrastructure priorities. The agreements were renewed for a 10-year period, starting in 2024-25. Over the first five years, the Community stream will invest $415.1 million in Manitoba to support community growth.

Housing priorities
The Community stream will enable increased housing supply through the following shared housing action priorities, agreed to by Housing, Infrastructure and Communities Canada and the Government of Manitoba for 2024-25 to 2026-27:
- Support a scale up of non-market and community housing through modernizing Manitoba Housing’s capital funding model and delivery approach to accelerate housing development, build the capacity of the community housing sector, leverage available and emerging funding sources and maximize the impact of housing development as a means of addressing homelessness; and,
- Explore opportunities to leverage public lands to meet housing needs. This will include developing an inventory of vacant provincial lands and encouraging municipalities to examine municipal lands. The lands identified will include those available to meet existing housing needs and align with the federal government’s Public Lands for Housing Plan.

The renewal of this agreement ensures that essential infrastructure that supports housing will continue to be built, maintained, and expanded in Manitoba.
How the Community stream works in Manitoba
- Number of communities currently receiving funding: 136
- Funding breakdown:
- 90% will be allocated to Ultimate Recipients on a per capita basis;
- 9.5% will be allocated to the five transit service communities of Winnipeg, Brandon, Selkirk, Thompson, and Flin Flon on a per-capita basis;
- 0.5% will be allocated to Manitoba’s administrative expenses.
