1.1 Purpose of this Evaluation
This report presents the results of the evaluation of the Green Infrastructure Fund (GIF) Program. The objective of the evaluation was to determine if the program is still relevant, if the design and delivery contribute to the achievement of expected outcomes, if initial results show progress towards achieving the expected outcomes, and the extent to which the GIF is managed and delivered effectively and efficiently.
1.2 Why it is Important
Infrastructure Canada implements contribution and transfer programs to address priorities set by the Government of Canada (GoC). The GIF was designed as a response to the priorities established in the 2009 Economic Action Plan (EAP). Although the GIF program was not renewed in its current form as part of 2014’s New Building Canada Plan (NBCP), similar projects are currently funded through the Green Energy, Wastewater and Solid Waste Management categories of the New Building Canada Fund (NBCF).
INFC, in partnership with other federal departments and with provincial, territorial and municipal partners, is currently developing a 10-year infrastructure plan, which will include funding for green infrastructure. The lessons learned from the implementation and the results of the Evaluation of the GIF should guide the implementation of these new infrastructure funding programs.
