A new hub for wellness and connection in Elbow

On the shore of Lake Diefenbaker in Saskatchewan, community life in Elbow and the Highway 19 region was shaped by facilities that had grown too small and too costly to maintain. The local library, built in 1961, could no longer meet demand, and the civic centre and rink faced repair bills of more than $400,000. In response, the Harbour Golf Community Centre was built as a modern space where recreation, learning, and cultural life now thrive.

A centre designed for community

At 20,295 square feet, the facility was designed to serve Elbow along with neighbouring towns such as Hawarden, Loreburn, Mistusinne, and Strongfield. Inside, the community hall transforms from a basketball court to a wedding venue, while the fitness centre, library, meeting rooms, and kitchen provide space for everything from daily exercise to study sessions and local celebrations. Families now have access to recreation and programming close to home, and older adults and seasonal residents can stay active and socially connected without travelling long distances. For many, the centre has become the heart of the region, a welcoming place that reflects the pride and spirit of the Highway 19 communities.

Federal investment supporting local strength

The Harbour Golf Community Centre was made possible through a $2.6 million investment from the Government of Canada and $2.1 million from the Government of Saskatchewan, with the Village of Elbow and surrounding communities covering the remainder of the $6.5 million cost. This local share was achieved in part through personal donations, and strong support from volunteers and the business community. Together, these efforts ensured the project could move from vision to reality.

As Mayor Colleen Hoppenreys noted at the grand opening, “thanks to the investments by the Government of Canada and the Government of Saskatchewan, our business community and everyone in the area who pitched in their time, expertise and donations, this day is finally here. We did it! I'm so proud of everyone coming together in the region to achieve this common goal and to make this part of the province even better for all who call it home today and will tomorrow.” Her words reflect the pride of a community that worked alongside its partners to create a facility that truly belongs to the people it serves.

Its value lies not only in the services it provides but in the sense of possibility it inspires, showing what communities can achieve when they come together with a shared vision.

  • The auditorium can accommodate up to 400 people, making it a venue for major events in the region.
  • Several rooms in the centre carry the names of local families and businesses, such as the Schikowski Family Farms Fitness Centre, the Letts Family Auditorium, and the Prosperity Credit Union Stage.
  • The Harbor Golf Club & Resort was a major donor, contributing $400,000 over 20 years in exchange for naming rights to parts of the facility.
