Canada Rental Protection Fund
The Canada Rental Protection Fund has now launched its call for applications to select one or more organizations that will support community housing providers in acquiring rental apartment buildings.
Note: The call for applications is not for the selection of individual housing acquisitions. Once the successful applicant(s) is selected, they will announce how they plan to support housing acquisitions based on their proposed project(s). Interested applicants can consult the Applicant Guide, which provides information on the fund. Applications will be accepted from March 7, 2025 at 10:00 a.m. [ET] through May 21, 2025 at 4:00 p.m. [ET].

About the Canada Rental Protection Fund
Across the country, existing affordable rental apartment buildings are being lost to redevelopment, rent increases, and conversions faster than new affordable supply is being built. This loss of affordable housing leads to higher rents, a lack of housing options for renters, and tenants being priced out of their communities.
In 2024, as part of Canada’s Housing Plan, the Government of Canada proposed $1.47 billion over five years, starting in 2025-26, to launch the Canada Rental Protection Fund. This commitment was also reiterated in Budget 2024.
The Canada Rental Protection Fund will aim to help the community housing sector acquire rental apartment buildings to preserve affordability of rents over the long term. The Canada Rental Protection Fund will provide $470 million in non-repayable contributions and $1 billion in low-interest loans to one or more community housing sector-led projects that will leverage federal funding to attract other sources of capital, including from the private sector, philanthropic sector and other orders of government, with the aim of creating a revolving source of funds for acquisitions by community housing providers.
About the call for applications
Housing, Infrastructure and Communities Canada (HICC), in collaboration with the Canada Mortgage and Housing Corporation (CMHC), is launching a call for applications to select one or more community housing sector-led projects to advance the Canada Rental Protection Fund objectives.
The successful applicant(s) would leverage the federal funding and attract other sources of capital with the aim of creating a revolving source of funds for acquisitions, supporting the growth and autonomy of the community housing sector.

What is the Canada Rental Protection Fund?

How will the Canada Rental Protection Fund be delivered?
HICC in collaboration with CMHC, is launching a call for applications to identify and select one or more community housing sector-led projects that would use federal funding to advance the Canada Rental Protection Fund objectives. Once a project(s) is selected, CMHC will negotiate a funding arrangement with the successful applicant(s). Once this funding arrangement has been signed, the successful applicant(s) will then launch their proposed project(s) as per the negotiated funding arrangement(s).

What is the role of the Government of Canada in the Canada Rental Protection Fund?
The Government, through HICC, would lead on the launch of the call for applications. Following the launch, a panel composed of federal officials would be involved in the assessment and selection of successful applicant(s) to the call for applications. In addition, CMHC would lead on all activities related to negotiating, executing, and managing the funding arrangement with the successful applicant(s), and ensure that reporting and accountability requirements outlined in this arrangement are met.
The successful applicant(s) would be responsible for the implementation, operation, and administration of their project(s).

Who is eligible to apply?
Eligible applicants include:
- not-for-profit organizations;
- for-profit organizations, if they are part of a group application that includes not-for-profit organization(s) representative of the community housing sector.
Applicants can be individual organizations, or a group of multiple organizations working together (including as part of a business structure, such as partnerships, joint ventures, and consortia) to combine expertise and resources. All partners in a group application must be legally permitted to operate and carry on business in Canada; and all reside in Canada for income tax purposes.
Ineligible applicants include:
- Individual for-profit organizations, unless part of a group application that includes not-for-profit organization(s) representative of the community housing sector
- Organizations/partners owned by foreign/non-resident of Canada investors
- Provincial or territorial governments, institutions, agencies and Crown Corporations
- Municipal governments
- Individuals
