Description
The National Infrastructure Assessment (NIA) is designed to identify the needs and priorities for our country's infrastructure, and to plan for a net-zero emissions future by 2050. This work is intended to build on the Government's 12-year Investing in Canada Plan which was launched in 2016.
The National Infrastructure Assessment (NIA) has three strategic priorities:
- To assess Canada's infrastructure needs and establish a long-term vision;
- To improve coordination among infrastructure owners and funders; and
- To determine the best ways to fund and finance infrastructure.
To achieve these priorities, Housing, Infrastructure and Communities Canada (HICC) analysed and adopted the key recommendations from the first round of stakeholder consultations in 2021. The recommendations can be categorized into two main objectives:
- The establishment of an independent advisory body or council with a clear mandate to carry out the inventory of existing structures, assessment of needs, and giving of impartial, expert and evidence-based advice to the Government of Canada on the challenges and opportunities for major infrastructure in Canada; and
- The creation of a framework for government actions that will support and accelerate infrastructure development through: policy innovations, improved coordination between different levels of government, Indigenous communities and infrastructure owners, and by encouraging private sector investments in national infrastructure projects.

For the purposes of this privacy impact assessment, the points of collection of personal information under the NIA are related to two distinct activities: the members of the Canadian Infrastructure Council, and public outreach activities.
Why a privacy impact assessment was completed
A privacy impact assessment was conducted to develop an informed assessment of the privacy risks associated with the administrative use (decision-making process that directly affects the individual) of personal information by the National Infrastructure Assessment Secretariat and to inform recommendations to mitigate any identified privacy risks to an acceptable level.
Additional information
The following risks have been identified and mitigated: limiting the collection, use and disclosure of personal information, retention and disposal of personal information, notification of the purpose of collection, accuracy of personal information, safeguards, technology and privacy, openness and individual access to personal information.
